Update: it seems this is the natural evolution of the “Desktop Toolbox” widget, used to control Plasma.

One of the latest svn revisions brought us what seems a very accessible preferences launcher:

Right now it does nothing but grow the blue shade on mouse hover. Hopefully it won’t conflict with kwin4’s Exposé like effect, also triggered by moving the pointer to the top-right corner.
